Based on the FBI's Uniform Crime
Reports, Richmond is Virginia's Garden Spot for crime:
That 9.1 UCR Index per 100 people compares to a Virginia average of about
3.5, and a
U.S. average of about 4.5. That's right folks, twice the national average, and
almost 2.5 times the Virginia average.
The UCR has been declining both in Virginia and across the nation
since 1991.
Richmond shares this decline.
Bellevue at first suffered an increase during this time, although the last
three years
have shown a gratifying decrease (note that the Bellevue and Chamberlayne data
start in '93 because that's when the police department's database starts).
And here for comparison is all of Chamberlayne north of
Brookland Park:
Notice that our crime rate pretty much follows the pattern over in the Combat Zone.

data loose from the Department. More recently, they have left the matter with Sgt.
