In January 2000, Richmond switched to the incident based crime reporting system.  One example might show the difference between IBRS and the old UCR: If the suspect breaks a window to get into a house, pistol whips the resident, steals the silver, and spits on the sidewalk, the IBRS will show a single incident number with an aggravated assault, a burglary, a vandalism (the window), a theft from building, and, presumably, an "other" for the spitting.  The UCR only showed the most serious crime, the aggravated assault.

That makes the 2000 data mostly unable to be compared to the previous data.  Aside from that problem, though, the new system produces a bonanza of data. 

In March, 2001 the City made the data available on its web pages (which by then were becoming very helpful).  

First as a summary, here are the separate offenses reported in Bellevue during calendar 2000, using something like the old (UCR) descriptions:

Larceny from Auto 87
Motor Vehicle Theft 12
Total 147

BTW: We know that's wrong: there were three stickups at the CVS and one shooting in the 1200 block of Bellevue Ave.  This is missing at least one stickup and the shooting (should show as an aggravated assault).  We will pursue good data before spending much more time on analysis here.
