As you know, the 3900 block of Chamberlayne Ave is the epicenter of crime in our part of town. The Ginter Park folks have been working with the City and Operation Squalor to try to deal with the open drug market and prostitution in the parking lot at the Redwood Apts. at 3916 Chamberlayne.

On Nov. 12, 1998, the owner entered a plea agreement.  In short, the owner agreed to

  • obtain employment verification for new tenants
  • obtain security deposits from new tenants
  • operate a ticket system to control use of the parking lot
  • make lighting improvements
  • operate a security camera at the rear of the building
  • erect & maintain a fence at the north end of the building
  • furnish the police copies of his current leases.

The fence, for one, was a sham: Here it is with the carefully engineered passageway that makes the entire fence useless:

Apparently the other commitments were similarly fruitless.  The data show that the situation at the Redwood is hardly improved; indeed the data cry out for further action.  The other Bad News is that much of the problem has moved next door.  Stay tuned.
