Capt. Kiniry attended the Civic Association meeting on April 18, 2000.
He brought along a list of arrests on Chamberlayne Ave. during 1999. The
release of these data (we have been trying to get them for three years) marks a
new era of openness by the Police Dept. The data themselves are dramatic.
First, a caveat: Capt. Kiniry points out that the printout merely lists
charges filed, not number of arrests. For instance, on Jan. 6 there are
four listings at 3916 Chamberlayne: possession w/intent to distribute;
possession of marijuana; maintaining a fortified drug house; and contempt of
court. Those could represent four separate arrests at the same address or
one arrest with four charges or something in between. The list does not
distinguish. Given that limitation, here are the Big Winners north of
Brookland Park Boulevard showing the number of offenses charged and the % of the
236 for the year:

That's right folks: The Redwood at 3916 had 17% of the arrests and Abbey
Square (next door at 3918-20) had 12.3%.

FYI: 3916 is the Redwood Apartments; 3918-20 is the Abbey Square Apartments;
3207-11-15 is the large Northcourt apartment complex; 4924 is the check cashing
store at Azalea; 3505 is Hawthorne Hall Apts.; 4930 is the BP at the corner of
Chamberlayne and Azalea; 3905-43 is the Bellevue Gardens (the entire east side
of the 3900 block).

and calls for services, and the
long, unfortunate history of enforcement efforts
at the Redwood, these data say, as clearly as can be said, that it's time to
do something about the Redwood.
