During late 1999, the exterior of the MacArthur Apartments bespoke the same neglect we
saw revealed in the calls for police
services. Terry Henley, the owner, said Hurricane Floyd did the
damage. In any event, the hanging soffit and loose and missing gutters
were the subject of a citation from the Code Enforcement people.
President Epes and members of the Board met with Jill & Terry Henley on
December 6, 1999 to discuss the situation. Terry said he had been cited
for the missing and broken gutters, hanging soffit, paint, fire doors, and
smoke alarms.
The Bellevue residents expressed their displeasure with the deteriorated
condition of the apartments, the increase in police calls, and the abiding
disorder over there. It has reached the point that Diana Presson, whose
house on Clinton backs up to the apartments, has to keep her grandchildren out
of the back yard because of the language and carrying-on at the
apartments. We pointed out that much of the problem has developed since
May when we met with Terry and he promised to
resolve the problems with police calls.
At the end of the evening, Jill & Terry said they had about completed
repairs of the soffit, gutters, & paint, as well as most of the fire
doors. They have evicted the two most disruptive tenants. They further
promised to abate the fire code violations, get the required number of garbage
cans, and have a professional management company in charge of the place by Jan
31 if they have not sooner sold it.
Update, January, 2000:
As of late December, there was a notice that future rent payments go to a new
owner, Donald Seelmann. Here is the notice
he sent to his tenants. You can look at the place and see the
cleaner parking lot, the new signs, and the landscaping. By all reports
Mr. Seelmann is taking control of the place and dealing with the disorder in
4022. Stay tuned.
