In June, 1999, Billy Poarch of the WOBCA convened a meeting of folks from his association plus the Fan, Ginter Park, and Bellevue. The meeting was a litany of horror stories about the failure of Operation Squalor to deal with neighborhood problems. This led to - what else - more meetings. Here are the minutes:
