Here is the Notice of Violation the City sent the owner of 1410 Avondale on May 21,
1998 (scanned in; the typos probably are NOT in the original). The boilerplate is
pretty much the same as the (ineffective) Notice the City sent on 11/4/97. The
attachment (another 2+ pages), however, threatens to condemn the place. Doubtless,
that was what attracted the owner's attention (at last).

As owner or person having control of the property referenced above, you are hereby
notified that the property was inspected on 05/19/98 and was found to be in violation of
the VIRGINIA UNIFORM STATEWIDE BUILDING CODE, 1996 Edition. You are further notified that
the abatement of all violations must occur by 06/22/98 or as otherwise indicated in the
attached report & Special Orders.
VIOLATIONS:
The specific code sections and descriptions are noted in the attached inspection
report. As owner, responsible party or person in control of this property, action must be
taken to eliminate these deficiencies by the abatement date.
REINSPECTIONS:
The property will be reinspected upon expiration of the compliance date to ensure
compliance with the requirements of this notice.
PENALTIES:
Failure to comply may result in the issuance of a summons for your appearance in
General District Court, Criminal Division, where if convicted you may be fined up to
TWENTY-FIVE HUNDRED DOLLARS ($2,500.00) PER VIOLATION for each day the violations continue
to exist.
ADDITIONALLY, your failure to comply may result in a City Of Richmond Contractor being
hired to abate the violations and the cost incurred charged as a lien against the real
estate.
An Extension of Time to abate the violations listed in this notice will be considered
provided the request is in writing and a justifiable reason is given.
APPEALS, PER USBC (BOCA) 121.1:
You have the right to appeal the decision of the code official or a notice or order
issued under this code. The appeal shall be in writing to the local Board Of Building Code
Appeals and be made within 21 calendar days of receipt of the notice or order. A $25.00
fee should accompany EACH violation to be appealed.
NOTE: THE APPEAL WILL NOT PRECLUDE ANY EMERGENCY MEASURES TAKEN BY THE CITY TO
ELIMINATE ANY UNSAFE, UNFIT OR UNSANITARY CONDITIONS.
