Thanks for the response Bill. We know the people committing these crimes
don't live in our community, but feel a greater police presence will keep them
out of our community. The same goes for Gilpin Court and other communities of
law abiding citizens living in fear.Children need to be able to play outside
without risk in all our City neighborhoods. People need to be able to sleep at
night without having shots fired into their homes.
Just because new drug dealers will attempt to move in to cover turf when
existing ones are taken off the streets is no reason to not take a stand. If
we are tough enough, they will go to some other city.
We are doing our part with Neighborhood Watch and Security Patrol, and the
city needs to do it's part with more police everywhere. I am glad Council is
addressing the issue, the faster the better. The police are doing as good a
job as they can with the officers they have. We just need many more.
Maybe Council can look at pay scale and benefits for our RCPD and sweeten
the package to help keep the excellent officers we have and entice new ones to
join.
I was happy to receive a call today from Lt. James with the RCPD filling us
in on the progress so far.

Good morning, we are in the process of doing just that, getting more
officers on the streets, not just in Bellevue but all over the City. The
manager is requesting 20 additional Officers in the budget. I know that you
may not want to hear this but, the persons committing these types of crimes do
not live in your community and they don't care this problem is deeper than
more Police its cultural. Last week two young children were shot while they
were playing and coming from the ice cream truck in Gulpin Court. You should
also understand that the more Thugs the Police take off the streets the faster
newer, younger, dumber and more violent ones move in the take over the turf
and then new Drug wars start. It will still take time to hire new officers and
a new Chief, train them and to get them on the streets. The call for more
police presents in the community is coming from people all over the City and I
hear you, A beat officer is something the City Manager can address now, I have
a call in to see what can be done to get a Beat Officer there and how soon.

Once again we have experienced a very serious crime in Bellevue; one we
haven't had before. At 1:30 a.m. this morning there was a drive by shooting in
the 3800 block of Fauquier Ave. Two bullets penetrated the bedroom of the home
while the owners were sleeping. Thanks to our highly effective Neighborhood
Watch the word spread quickly. However, it was not deemed important enough to
make today's Community Noteworthy.
The type and frequency of crime in Bellevue is escalating. This is not
acceptable. We have been asking for increased patrols and a beat officer in
Bellevue for a long time. This proves our request is justified. We want action
now!
We do not need to be sending City Manager Calvin Jamison and nine other
city employees to Portland Oregon for a five day conference held by the
National Forum for Black Administrators at a cost of $12,000 - $ 15,000 or
more. We need to be hiring and training police officers to control crime in
Richmond.
It is time for the Richmond City Council to seriously tackle the major
problems in our city and quit wasting the taxpayers money.

Libby and John Clarke hosted a meeting this evening to discuss policing
issues with Maj. McCoy of RPD, Capt. Kiniry who commands CSZ-NW, and Kathy
Berg, a supervisor with Richmond Emergency Communications. We learned a couple
of things and relearned several old lessons.
If you have been watching the Listserv you have read of at least two recent
cases where Bellevue residents called 911 for help and did not get a helpful
response. One of those was a dropped communication at Emergency
Communications. This one appeared to be a mistake by an experienced
Communications officer who ordinarily does not make mistakes. Ms. Berg will
send Libby the report of their investigation. The other was an error in the
precinct, uh, CSZ. Capt. Kiniry tells us that the person involved has been
written up.
The citizens involved in these events were present. Both appeared to be
satisfied that their experiences were anomalies. For sure, it appears the City
understands that miscommunications are not acceptable. It also appears that
the City has processes to correct them when they happen.
We learned from this that both the 911 people and the Precinct have
mechanisms to fix problems when they do happen and they will invoke these when
they learn of the problems. The lesson for us is: When calling 911 does not
produce a response, call back. If the problem is that the available officers
are attending to higher priority matters, see below; if the problem is a
miscommunication, the City wants to find out so it (1) can respond and (2) can
fix the problem.
We had a more general discussion about the issue that we are not seeing
much of the Department in Bellevue (to be fair, please recall, however, the
unit that stayed with the Belle B after the shooting 2 years ago and Capt.
Kiniry's specific responses to other issues in Bellevue) and that they
sometimes do not have the troops to respond immediately to lower priority
matters. This already is before Council, which has tasked the Manager with
developing a plan and cost estimate to get more officers. Maj. McCoy also told
us that the Department has been below strength and recently has been
authorized to fill some of the vacancies. Please be sure to remind Mr. Johnson
that our newly-raised property assessments are generating lots of new revenue
and tell him how much you want some of that revenue used to put and keep cops
in Bellevue.
We also discussed the demands that places such as the Redwood are putting
on the Department's resources. Since the Commonwealth's Attorney surrendered
to the owners in November, there have been four further reported incidents
with six further drug arrests. The City is talking about responses to the
problems there but in terms of actual doing, there is nothing to report but
the continued good efforts by the Police Department (who, after all, are
responsible for the further drug arrests). Stay tuned on this issue.
We also heard from Capt. Kiniry who thinks his folks have caught the person
responsible for the string of tool thefts from garages and sheds. Again, see
the Listserv for his email on that subject.
I am not sure we solved any problems but I am encouraged that the
Department is willing to talk with some candor about communications,
resources, and other issues.

hours (9:00 p.m.). After receipt of the complaint an investigation was
conducted. Below is a detailed description of the findings:
*Approximately 2007 hours (8:07 p.m.):
Mr. Smith called and stated someone had just broke into his garage and was
going down the alley. The call was received by-------- . -------------------
asked if the garage was attached to his house, Mr. Smith said that it was not.
Mr. Smith advised that they had broken the lock on the door, had gone inside
and he had caught them before they ran out the back. -----------asked if the
suspect was still in the area. Mr. Smith replied that he was going down the
alley but, could not provide a description because it was dark outside.
Additional information was obtained and the call was entered as a DPR
(telephone report) call for service.
*The DPR officer called the complainant at 2037 hours (8:37 p.m.) and
cleared with an IBR report at 2047 hours (8:47 p.m.).
*Approximately 2100 hours (9:00 p.m.):
Ms. Libby Clark called and advised COII Hill that a B&E had been reported and
police had not responded to the location. Upon checking it was discovered that
the call had been entered as a DPR (telephone report) call for service. COII
Hill entered dispatch call for service and an officer responded to take the
B&E report at 2147 hours (9:47 p.m.). The unit cleared at 2224 hours (10:24
p.m.) indicating that a note had been left with the officer's name and number.
*Approximately 2106 hours (9:06 p.m.):
Assistant Supervisor Bullington spoke with Ms. Clark. He advised her that he
would investigate the complaint and call her back.
*Approximately 2113 hours (9:13 p.m.):
Assistant Supervisor Bullington entered a third call for service to 1626
Nottoway Avenue to take the B&E report. That call was also dispatched at 2147
hours (9:47 p.m.). The officer also spoke with the witness at 1622 Nottoway
Avenue.
*Approximately 2138 hours (9:38 p.m.):
Assistant Supervisor Bullington called Ms. Clark and advised her of the error
on the original call. During the conversation he told her the employee would
receive disciplinary action. He also suggested that she notify her
neighborhood watch association to call 911 first when things like this occur.
*Summary:
Although I ----------- erred in the initial entry of the call, the information
was broadcast shortly after it was received to police units on channel 3. The
report was taken based on the initial DPR call prior to the receipt of the
second and third calls.

Thanks for sending Kathy. She is very efficient, and I was glad to meet
her. I feel the meeting went well, and we all appreciate the interest. We
really do understand some of the issues you are facing, but Bellevue residents
look to us for answers. Of course it becomes very personal to the people
victimized by the thieves. And everyone in the City deserves police response
and protection, especially when they feel they are doing their part.
I feel some progress was made, and hope Major David McCoy is able to
implement some of the ideas he developed at the meeting.

Thank you, David and Kathy for taking the time to meet with us last night.
I
feel that we covered some important topics and gained important insight
into
what it will take to better coordinate all of our efforts.
Paul, you expressed concern that I hadn't notified you of the latest
problem, and I apologize. That was an oversight on my part. Things happened so
fast, and I guess my thinking was it was a Communications Center problem not a
Third Precinct concern. I now see that was an error on my part.
I was glad John Butcher summarized the meeting right away, as we were on
patrol until after 11 p.m. It would have been tonight before I could have
gotten to
it. He did so much better a job of it that I could ever have done anyway,
so I am happy and thankful that he took it on.
I will take a copy to our General meeting tonight.
Thanks again for attending last night, and thanks for the great policing
your Officers do. Now we just need to hire more. It looks as if Council
approved that last night.
If there is a Citizen group that could look at police benefits and try to
get improvements, I would like to be a part of that process.
