The gravel washed down from upstream has created large sand bars in the Lower Pond. The filth from the Richmond Sewers is less apparent but it passes through this same area where children fish (and where, in warmer weather, the children play and their pets drink).
The sand bars are indeed a problem
But the City needs to deal first with the health threat
