According to the 1990 census, and restricted to CT102 and CT104:

There were 10947 people in the two census tracts, 4534 males and 6413 females (59% female), living in 5414 households (2.02 persons per household).  There were 2419 familes. 

The population was 69% white, 30% black, with less that 1% other races.

The age distribution shows the large retired population:

Almost half the households were single-person households:

Most of the women 15 and older were or had been married.  The large population of older women surely reflected the retired population.
